Republican governor [Arnold Schwarzenegger] wants to ask voters this fall to change the way legislative districts are drawn and teachers are paid. He wants to shift public employee pensions into 401(k)-style accounts. And he wants to create a mechanism to cut spending when it exceeds revenue.
But the central promise of Schwarzenegger's governorship — to balance the budget and end the practice of borrowing to wipe out deficits — remains unrealized.
Serves 'em right for going along with that recall crap.
